The Chater Schools were opened in March 1909 and were named after Mr Edward Mitchell Chater in recognition of the exceptional work Mr Chater had done in the administration of elementary education in Watford from about 1850 onwards.
Edward Chater was a chemist and had a shop at 129 Lower High Street which he ran with his brother Mathew Taylor Chater.
Edward Chater was born in Watford in 1838 and was the eldest son of Jonathon and Mary Chater.
He died in December 1909.
In February 1903 Edward Chater was the chairman of the School Board and formally opened Victoria School which was built in 1897 and was on the site which is currently occupied by Chater Junior School.
Victoria school was originally know as Fearnly Street School as Addiscombe Road had not yet been constructed.
The alley way derived it's name from the school.
The Chater Schools comprised of two separate buildings, one was for the Junior aged children and the entrance was from Southsea Avenue and the other building was for the Infant aged and the entrance was from Harwoods Road.
